This is one of the 2 issues after Lithuania Post changed their postal rating.

It's amazing that the registered postage to China increase approximately 3 times!!

The two things are actually interesting. Lithuanian postal autorities are increasing postal rates and closing many post offices. The rumors are that this is related to corruption and plans to sell many properties.

The other thing is that the stamp is selected as the ugliest Lithuanian stamp ever. Also, the face is painted from the photo where J. Miltinis is not alike.
